Brain signals are nothing more than a changing of polarity of one neuron and transmission of a current
(action potential) from one nerve cell to an other. So siplicity of neuron and synapse become complexity of the whole nerve system (incl. brains)
Anyway complex adaptive systems may have some unexpected features and consciousness is a pretty fun example of one.
